Error Trying to Update requirements.txt

When I run pip-compile --output-file=requirements.txt requirements.in, I get an error.

Resolution I Found

I changed psycopg2==2.8.5 to psycopg2-binary==2.9.6 in requirements.in. See:

1. Is this a problem on my system?
2. Is there a more appropriate way to solve this?
