Job stuck if server has 0 workers

I have one server which I only wish to use for storage. If I set the Max workers to 0 for the node all jobs hang waiting on what seems the server with 0 worders to do anything. Once I set the Max workers back to 1 the hanging jobs run some tasks and then finish.

Some jobs already finished all their map phase tasks but didn't start to map_shuffle until I gave the server 1 worker. Other jobs seemed to have map tasks waiting for the server with 0 workers.
