Question: should language change with phone language?

Current behavior:

• Mapeo will start by opening in the language of the phone (defined in Android's settings for the phone), if Mapeo has translations for that language. If not it will fall back to English.
• The user may change the language of Mapeo via Mapeo's settings screen.
• If the user now changes the language of the phone:
  • If the user never changed the language of Mapeo, then Mapeo will change with the phone
  • If the user had changed the language of Mapeo, then Mapeo will stay in this language despite the phone language changing.

Potential issues with current behavior:
If the user has changed the language on Mapeo, but to the same language as the phone (e.g. they start with their phone in Spanish, then they change Mapeo to be in Spanish), then they change the language of the phone (e.g. they change their phone language now to Portuguese), then they might expect Mapeo to change language with the change with phone language. Instead Mapeo will remain in Spanish because the user had selected this.

Possible alternative behaviors:

1. Always respect a change in phone language, e.g. if the user changes the phone language, change Mapeo's language if that language is available.
2. Respect a change in phone language only if previously Mapeo was in the same language as the phone.

vs. current behaviour: Respect change in phone language only if the user has never selected the language in Mapeo settings.
