Update list map styles PR

update the #678 to be integrated into into the new settings menu. As well, in the settings menu, add a menu item for "experiments". Background Map Management should be on of these experiments which enables/disable map manager.

To do

• Add Experiments to setting menu. Use Mapeo Mobile for design reference:

• In Experiments add "Background Maps", with subtitle "on" or "off"

• Clicking Background Maps opens screens with a description for Background Maps and a checkbox to turn on and off "Background Maps".
• Use "createPersistedState" hook to save whether background maps is on or off
• When "backgrounds maps" experiment is on turn on background maps in the setting menu. This menu item should open the background maps ( chore: list styles, BG Map Management #678 )
