Feature: Integrate Prometheus library in notifier to enable alert mechanism if notification is not sent successfully

🔖 Feature description

This feature request is to integrate prometheus library in notifier (counter on failure for sending notifications).
This will help in setting up alerts if notifier is unable to trigger notification.

🎤 Pitch / Usecases

There could be multiple reasons for notifier to not send notifications, but this becomes bottleneck for SRE to be able to catch system failures if there is no metrics around failure in system.
