Feature: Provide support for plugin creation

🔖 Feature description

At pipeline level we are allowed to add custom task, but a user should have a feature to convert those custom tasks to a plugin which will help user to reuse those plugins at various pipelines.

🎤 Pitch / Usecases

1. Suppose a user creates a pipeline custom task and he/she needs to apply that task to another pipelines also, then they need to replicate whole task in the new pipeline, which can be just solved by applying a plugin at that pipeline when a plugin is created. it's more about giving user the freedom to create their own plugin, in contrast to the current method which involves creatin plugin sql script.
