Adding webhook notification configuration

👟 Reproduction steps

  1. Go to global config -> notifications -> Configurations -> Webhook configurations.
  2. create two notif configuration with same name.

👍 Expected behavior

it should not allow two notif configurations with same name.

👎 Actual Behavior

two notif configurations can be created with same name.
