In 99600f1 ChakraCore support was removed.

Per @rhuanjl, the crashes have been fixed, so re-adding ChakraCore support seems like a possibility.

As part of this, there'd probably need to be a different mechanism for finding the download URL than the downloader in ESVU previously did. https://aka.ms/chakracore/version gives a 403.

esvu needs prebuilt binaries. if microsoft isn't providing those anymore the new maintainers will need to figure that out first.
