Migrate yarn classic to yarn v4 #1766

Issue Description
With yarn classic (v1) going EOL we'll need to update the feature version in order to keep it supported. Additionally, Konflux pipelines will no longer support our builds towards the community deployment if we continue to use yarn classic.
Acceptance Criteria
- Perform the changes outlined in https://yarnpkg.com/migration/guide
- Update all build scripts to use yarn v4
- Update the requirements in the documentation to specify yarn v4
