Implement a new interface to get states of staking

# Description

Allows you to get the current staking destination of the user.

To know who a particular Property is being staked from

# Solution

1. Acquire data from a Dev transfer event, extract the data whose source or destination is a property address and save it in DB.
2. Sort out the lockup situation based on the data.
