Compile 3.7.7.5 for Windows OS

Updating the windows unofficial release. It hasn't had any updates since 3.6.12 and plenty of new additions with the latest 3.7.7.5 release

I'd be quite happy to compile a windows release using cygwin but looking for help with the workflow to compile from the linux source on a windows OS or using linux with VMWare and compile for Windows OS using VM Linux
