Large number of failed fibers in petal 1 for tile 11681, exp 271122(34)

Quite a large number of redshift failures occurred in P1. This part of the focal plane was oriented toward a higher EVB region, though more dust is present in petals 0 and 9. The observations were made at airmass 1.6-1.7. Marked unsure pending further discussion.

This was seen again on tiles 7630 and 4487 on 2025-01-05. Likely due to the higher noise on the r1-C amplifier for tiles that are near the S/N threshold, then those particular fibers can fall below our S/N threshold.
