The following emline files in Loa have no data (missing the table HDU):
/global/cfs/cdirs/desi/spectro/redux/loa/tiles/cumulative/20432/20210617/emline-5-20432-thru20210617.fits
/global/cfs/cdirs/desi/spectro/redux/loa/tiles/cumulative/20432/20210617/emline-6-20432-thru20210617.fits
/global/cfs/cdirs/desi/spectro/redux/loa/tiles/cumulative/20763/20210704/emline-0-20763-thru20210704.fits

These files are fine in Kibo. So this is a Loa issue.
