Consider doing detect-cjs when using global resolver and file is in node_modules directory #28588

When a script is running with --node-modules-dir=none, it might be good to do more aggressive cjs detection if the current path is in the node_modules directory. See #28585

Edit: Actually, this probably isn't sufficient because it wouldn't use node globals either.
