Handler already bound to element

This is in 3.1.2

If the plugin has been enabled, and you first open Website Settings and go to "Archiving", you will see the plugin status. If you then click on the Plugins tab and scroll down to the PKP PN plugin and click "status", you'll get a spinner and the following console error:

Error: The handler "$.pkp.controllers.UrlInDivHandler" has already been bound to the selected element!

Refreshing the page and going directly to the plugin status without first going to the Archiving tab is fine. I suspect that the error is caused because the Archiving tab does not unload when clicking over to the Plugins tab and the div element with the id "depositsGridContainer" is being used twice.
