Difficult to identify proposal type #1782

Currently, it is unclear which proposals are standalone vs. RFP candidates in dcrdata.

Create proposal type within dcrdata and allow RFP candidates to be identifiable, e.g. 1 of RFP-001, 2 of RFP-001, etc.
