This is another nasty effect of config inheritance and how we use the site instead of scm site for Monaco/Kudu.

Repro:

  • Create a Bakery site
  • Using Monaco, make a bad web.config edit. e.g. change </configuration> to </configuration2>

Result: Monaco and Site Download are irreversibly broken.
