Consumer view into workload health and troubleshooting

We want to provide a read-only interface that users can leverage to inspect the state of deployed workloads on Datum's compute platform. Creating workloads or managing their configuration should be done through the CLI using the compute plugin.

@olliemiller @mattdjenkinson @kevwilliams can we setup some time early next week to talk through this UX and brainstorm on what functionality we're going to need to accomplish this UI? For this issue I want to focus on making sure we provide a good experience around debugging why a workload is not deploying to the platform.
