Row Filter on External table gets path-based error:

Steps To Reproduce

1. Add row filters to External table
2. dbt run (table materialization)

Expected behavior

table/incremental materializations work.

Diving into the codebase, this seems more a limitation with "create or replace table" with an external location & path-based constraints with Row Filters.
