Pip install from Databricks Notebooks seems to be broken because of ipython version

I can confirm this happened with DBR 12.2 LTS ML the error returned is

ERROR: pip's dependency resolver does not currently take into account all the packages that are installed. This behaviour is the source of the following dependency conflicts.
databricks-feature-store 0.10.1 requires pyspark<4,>=3.1.2, which is not installed.
ipykernel 6.15.3 requires ipython>=7.23.1, but you have ipython 7.22.0 which is incompatible.
