Improve error message when targeting scope not implemented for language

If a language is implemented using only queries, then saying "take <scope>" for a scope type that doesn't exist for the given language results in a `Language 'foo' is not implemented yet` error message, which is confusing. We should instead show the error message we show for legacy languages when they don't implement a scope
