Allow scope visualizer command to be called with no args #1978

We had to make it available from command palette because if you make it disabled, then anything in the tree view that uses the command as its clickable command action will be disabled

If the command is called with no args, we should show a quick-pick with all scopes, with sections for present, not present, legacy, and unsupported. Ideally it would show the visualizer for each scope as you move your focus through the list

Could borrow most of this logic for Cursorless keyboard scope quick-pick
