Switch to Central Publisher

Sonatype has announced that they will sunset the OSSRH service that we're using to publish snapshots to oss.sonatype.org and releases to Maven Central. Therefore, we need to adjust our build to publish to their new Central Publisher Portal instead.

I've already executed this migration for the java repositories. Unfortunately, because Scala publishes in the same namespace, it now also has to migrate.

Actions to take:

• Update cucumber/action-publish-sbt
• Update cucumber/cucumber-jvm-scala

No worries @mpkorstanje , actually thanks for notifying:), I had not heard about this change on OSSRH.

It looks like the tool we use to publish already supports the "Central" host: https://github.com/xerial/sbt-sonatype?tab=readme-ov-file#sonatype-central-host

I'll make the appropriate changes by the end of next week.
