It should be smarter about future assigned jobs (e.g. FMC, unofficial).
Idea: Break the time window into 4 chunks:
- Volunteering
- Competing
- On a break
- Unassigned
and compute the percentage of unassigned time that would need to go to Volunteering to get the desired total workload. The higher that is, the higher the score should be.
Early in the day this is a weak scorer; later in the day the percent starts to get high and it starts pushing for more equalization.
