Terraform plugin SDK async external client: cannot get terraform setup

Hi, I'm trying to create a VPCEndpointService using upbound (crossplane), It gives me the following error, even when I've my credentials setup in environment.
managed/ec2.aws.upbound.io/v1beta1, kind=vpcendpointservice cannot initialize the Terraform plugin SDK async external client: cannot get terraform setup: cache manager failure: cannot retrieve the AWS credentials: failed to refresh cached credentials, static credentials are empty

Any leads would be greatly appreciated
