Chat history being included multiple times

I'm having an issue where chat history is being included multiple times, causing me rate limit issues (esp when calling a rag tool). In this example I have just done a Chat.destroy_all. So the only thing at the start is a system message, but it gets included 5 times in the API call, even though there is just one system message.
