Describe the bug
Wither skeleton do not drop picked skull.

To Reproduce
1、Set witherskeletonbehavior: replace
2、Let wither skeleton pick up a skull
3、kill it

Expected behavior
Wither skeleton will drop picked skull.

Servers (please complete the following information):

Server type: purpur
Server version: 1.19.1
