Migrate & Organize config

The current config is a messy collection of both settings and mob droprates and mob behaviors
The future config should be organized into sections
Care needs to be taken to ensure:

• section support is loaded and reloaded properly with existing or defaulted config file
• sectioned config entries support existing and defaulted values correctly
• migration from existing configuration to new configuration is lossless
• migration can detect config version correctly (especially without interference of defaults)
