Input/record an external payment transaction on a Craft Commerce order

When taking a payment over the phone e.g. https://support.stripe.com/questions/mail-order-telephone-order-%28moto%29-transactions-when-to-categorize-transactions-as-moto it is best to do it inside Stripe dashboard to avoid any SCA issues versus the current way of taking the order either in CP of Craft of frontend of the website and then having to ask the customer for SCA code. The problem is that if we take payment inside Stripe dashboard we cannot add this transaction to the order in Craft. If would be great with a form/edit to populate the commerce_transactions table with payment ID etc taken from Stripe.
