Label TWAP orders/parts as Unfillable when smth wrong with handler

Sometimes, fallback handler can be reset by users --> open TWAP orders will not be executed in this case.

1. Open the app, connect it with Safe wallet
2. Go to TWAP page, place an order
3. Then modify the handler (you can do this using TX builder in the Safe)
4. Refresh the TWAP page (it may take up to 10 minutes till the handler state is updated)
5. Check the Orders table

AR: orders are still in Open/scheduled state

ER: it would be great to label these orders as 'Unfillable'
