Spurious failures due to ports being unavailable #291

Sometimes we get random failures such as the one at https://dev.azure.com/endjin-labs/Corvus.Testing/_build/results?buildId=12318&view=logs&j=ca395085-040a-526b-2ce8-bdc85f692774&s=d654deb9-056d-50a2-1717-90c08683d50a&t=c58e8551-6b20-5658-7a75-0283b3f97acb&l=137

StdErr: "Port 50239 is unavailable. Close the process using that port, or specify another port using --port [-p].

I think #428 is the root cause of this
