Move spindown behaviour into cpp

Right now the Coalition Gatling gun, Imperatus Bulldog and Techion GigaPulsar all have a spin down script to let them resume firing while spinning down. This should be moved into cpp so it can work better as default behaviour for HDFirearms with an ActivationDelay and DeactivationDelay.
