Support multiple rolling windows

Some APIs have multiple windows. For example, Xero has a limit on a rolling minute, and another limit on a rolling 24 hour period.

A way to add multiple rate monitor decorators is needed, where each can accept different parameters, is needed. Importantly, being able to target a specific monitor from the top of the decorator stack would help when using the monitors.
