Cross-compiling toolchain has no link to toolchain used in tutorial

The tutorial cross-compiles for raspberry pi 3 and a note states that you need to install the toolchain for this. There is no guide on where to get that toolchain or how to install it.
I have been struggling to cross-compile with other toolchains so would like to replicate the tutorial exactly, but am finding it difficult to find the toolchain required
