Unable to debug protected programs

When using the debugger extension in VSCode, you cannot debug programs created with the DBGENCKEY parameter.
In 5250 or the system debugger, you are prompted for the password required to unlock debugging; in VSCode, this does not happen, and once debugging is started, an empty file opens.
The issue can be reproduced by creating a program with the DBGENCKEY parameter.
