The Goal is to rework the Incubation Application Template to reflect changes and requirements from TOC and project review side also to make the process more accessible and clear.

Add General Technical Review as a pre requisite to be filled out by the project
Add Gouvernance Review as a pre requisite
Current Discussion:
Potentially move the governance questions into the issue template for governance review to unclutter the application issue itself
