It should be possible to scroll on a page even without being in interaction mode #10

Couldn't replicate locally so I incremented the timeout. We eventually need to come up with a more robust solution that doesn't let other evens flow through but hopefully this helps for now |

How to reproduce
Describe the bug
Currently it is only possible to scroll while on a page if the interaction mode is activated.
Expected behavior
Scrolling needs to work both in interaction (play) and selection mode.
