Add example of creating COG from scratch

The current COG examples page only shows how to create a COG from an existing GeoTIFF. It should also describe how to create a COG with a result from a raster operation, like from a numpy array.

Do we take an opinion on if we suggest people always use Xarray over numpy? (I know @rbavery in python carpentries took the opinion of always Xarray)

Oh def not! I think xarray makes sense over numpy when you need the labels, but I've run into many cases where it's more efficient and succinct to use numpy arrays directly, especially when working with ml frameworks.

For creating COGs, I think it'd be very useful to show how to do so from both xarray and a numpy array. Probably most useful from rioxarray + existing non-COG geotiff.
