To allow the Pages and Platform teams to collaborate on CI pipelines, create a shared team in Concourse to deploy pipelines both teams can manage.

Acceptance Criteria

Create a new concourse team "shared"
Allow both Pages and Platform team members to manage pipelines in the shared team
