the plus minus folds should share the same text color attribute as the text

I would say that the tiered menu folds have very low visibility.

notably when the text is hovered it changes to white which is different from the others.

Blue is the only reliable color for people with color blindness. I think the hover behavior should be default, and I think hovering should turn the fold color to a shade of blue. The website is primarily static and adding flashing behavior is undesirable.
