This is an epic to track various enhancements for LME's CI pipeline, new automated workflows, and way we can increase linter coverage.

Describe the solution you'd like

• main.yml can be refactored into more concise workflows (linter specific, semgrep scan, etc.) Refactor main.yaml into separate GitHub Actions #176
• Linting errors [BUG] Address linting errors from main.yml workflow #328
• SBOM workflow Incorporate SBOM #92
• Add dependabot Add dependabot to GitHub #409
