Add note to triage process about the chocolatey-community user #994

What New Or Updated Would You Like To See?

A note/warning at the triage process noting that for packages that the chocolatey-community user maintains, issues should be opened at the package source repository, not sent to the site admins.

Why Is It Needed?

There have been a reasonable number of messages sent to site admins about packages maintained by the chocolatey-community user, which wastes the time of all involved. It would be good to redirect at least some of them to the correct place in the docs.

I don't feel we should add a note specifically for this user. The package triage process specifically asks users, in step 2, to raise an issue or PR using the package source. That applies for all users.
