I created an issue with more details here:

The problems seems have to been changeset files for packages that are configured to be ignored in .changest/config.json, see vercel/vercel#14023 (comment)

Would you consider that a bug or a user error? If you could share a few pointers I'd be happy to look into contributing a fix
