[Story] Non-device specific instructions when navigating the platform

User story

• As a user, I want non-device specific instructions on how to take actions within the platform, so that I can complete my filing task regardless of whether I use a keyboard, mouse, or other device.

Acceptance criteria

• Given a user is navigating the platform, when they reach a link or a button, then the link or button language is agnostic as to the manner in which the user is accessing and navigating the platform.

• To complete your filing, check the box and submit your filing
• Check the box to confirm that the information is accurate and complete.
