[Filing] Institution name links to Institution profile

@natalia-fitzgerald We use the same InstitutionHeading component on the Filing homepage as we do in the Filing app.

Do we also want to include the "link to institution profile" functionality anywhere we render the InstitutionHeading? Or should I make this an optional feature?

Update (10/18): I've made the "render as a link" functionality optional, so the Filing homepage does not show a link.

I have discussed this feature with @angelcardoz and @dan-padgett and we have determined that this is not a change that we will make at this time.

To provide some context, this feature would have addressed a potential need for a filer to be able to access the View or Update your financial institution profile pages from anywhere within the filing flow. After further consideration, we have determined that we would prefer include focused context and links to the profile pages from within the pages/sections where a filer may need to access these pages (rather than from anywhere in the filing flow).

As a next step we have added this feature to our usability research questions. And, we will want to assess whether the paths we already offer within the filing flow are successful in helping a filer accomplish the primary task of completing their filing.
