This example should cover the Agency Code + Respondent ID concatenation requirement to get a unique lender ID.

The example should discuss how Agency Code and Respondent ID are mutable over time, what their potential domain is, and reference the FIG section on deriving these identifiers. A note should be included to discuss the change to LEI in the 2018 data.
