Store exceptions on the front end

Currently exceptions are recorded in the server logs, but it would be preferable to have something like a "Debug" tab where they can be viewed on the front end after the websocket notification disappears. For cesium_web specifically, things like featurization failures (exceptions that are caught w/ a warning) should also be presented there.
