i actually think this is a good practice.
it isn't that the creator is the final executor, but it adds a layer of accountability to make sure if someone creates an issue it doesn't just get lost into the abyss of unassigned issues.
Instead it is immediately assigned and becomes the responsibility of the creator to either tackle it or get it re-assigned.
