Charm stays in active status when the endpoint is not ready

While programmatically deploying the IAM bundle, I've noticed the UI login fails to load the IDP for several minutes after the set up is complete. Either this charm or the ones it depends on should be set in a non active status until the IDP is accessible in the UI.

This can be reproduced by setting the integration with github
