The current dipole on the tpc that is aligned with the axis of the rocket means that ground systems, below the rocket, is almost directly in the wort place in terms of radiation pattern of the dipole on TPC. Look into positioning the antenna so it faces downwards or possibly into chip or pcb antennas. Perhaps even multiple so we still have coverage as the rocket turns toward horizontal at apogee.
